Bug fixes:
1. Fixed an issue when component names are not being listed on the Scope Excel Output (SE-2572).
2. Fixed an issue when permissions for external user causes a problem for him to create scopes or add deliverables (SE-2589).
3. Fixed an issue when a user without needed permission is able to create library items (SE-1613).
4. Fixed an issue when permission to view the dashboard for the external user doesn't affect his ability to observe it (SE-1530).
Improvements:
1. Ability to convert standard components to fixed cost is now available for Single Scope deliverable:
2. Scope Mark Total Selling Price variable is now available in the Word output templates.
3. Edition of agency price now available for the deliverable fixed cost components.
