Bug fixes:

1. Fixed an issue when 'Budget' text was duplicated on creating the Scope of Work page if the agency had all rate cards with the same currency (SE-2241)

2. Fixed an issue when the infinity spinner was displayed on the scope overview page after the user's attempt to use library deliverable with different currency (SE-2292)

3. Fixed an issue when Google Chrome user has received a warning message when navigating to scope.expert (SE-2278)
