Bug fixes:

1. Fixed an issue when the user was unable to duplicate fixed cost library deliverable discipline using rate card with a different currency (SE-2095)

2. Fixed an issue when used library component was added into scope deliverable as separate component instead of been merged with the same existing component with the same size (SE-2159)

3. Fixed an issue when error message was displayed in the browser console after agency changes it's country and adds new scope mark component into deliverable (SE-2205)

4. Fixed an issue when the user was unable to save library component on scope deliverable page (SE-2237)
