1. Fixed an issue when the user was unable to change the order of content block of an output template (SE-1860)
2. Fixed an issue when an inactive invited member of an agency was not added into a group after completing the registration (SE-1786)

4. Fixed an issue when the user was unable to change hours during the approval process (SE-1992)
