Improvements:

1. Ability to create Third Party Cost Item in Library
From now on scope user have the ability to create for Third Party Cost Item directly on the Library page. In order to do that first of all user need to enable permissions

After permissions were granted to a user, user will have ability to create Third Party Cost Item as displayed on the image below

After user click 'Add Item' -> 'Third Party Cost' 'Create `Third Party Cost`item' popup will be displayed.

User should specify TPC item name ( 1 ), description ( 2 ), unit cost ( 3 ), mark up (%) ( 4 ) and/or selling price ( 5 ) and click Create button.

After TPC item was created user will be redirected to Third Party Cost Overview page. On Third Party Cost Overview page user can change all data of TPC item:

( 1 ) - name

( 2 ) - description

( 3 ) - unit cost

( 4 ) - mark up

( 5 ) - selling price. Selling price is calculated automatically if mark up is specified.

Also, user has such an option:

( 6 ) - save TPC item. This button will be active only if user makes some changes for TPC item

( 7 ) - duplicate TPC item. On duplicate TPC item popup user should type item name and confirm duplication. After user will be redirected to Library page where will be displayed new TPC item

( 8 ) - delete TPC item.

Bug fixes:

1. Fixed an issue when new ratecard version was not created after a user changes rate and cost for the role that was moved (SE-1813)
2. Fixed an issue when alert message "Scope of Work not found" was displayed after a click on created SOW (SE-1435)
3. Fixed an issue when permission profile settings were reset after the profile was reopened (SE-1512)
4. Fixed an issue when the amount figure was not updated correctly (SE-1519)
5. Fixed an issue when PDF output option was missing on 'Export Statement of Work' popup after such permission was granted (SE-1617)
6. Fixed an issue when member without permission to edit mark up was able to edit mark up on scope deliverable builder page (SE-1622)
7. Fixed an issue when a member was able to edit component description on scope overview page after disabling such permission (SE-1623)
8. Fixed an issue when user was not able to progress after inserting component with custom ratecard into  scope with Scopemark ratecard (SE-1679)
9. Fixed an issue when custom output template was not used for duplicated scope after duplication (SE-1736)
