Improvements:
1. Ability to edit the Third Party Cost item name on Library Deliverables and Library Third Party Cost overview page
In order to have ability to cascade changes of Third Party Cost item, agency should enable such permission (1).

After name of Third Party Cost item was edited, 'Cascade Changes' popup will be displayed. User should choose if he want to cascade changes onto items immediately or keep them as they are and only rename third party cost.

2. Ability to add custom fields for scope in manage page
Now admin user is able to add custom editable fields to scope. Go 'Manage' - 'Company Details' tab and click 'Edit Custom Fields of Scope Version' button.

Custom fields can be renamed, hidden or deleted if there no need in fields anymore. The maximum allowed quantity of fields is 5 at a time.

All visible custom fields will be displayed on scope creation page.

Bug fixes:
- Fixed an issue where two specific settings items were enabled/disabled after switching on/off any of them (SE-1652).
- Fixed an issue when deliverables filter not totalling up on new deliverable added (SE-1535).
- Fixed an issue when infinity spinner was displayed after a click on 'New scopes have been created' (SE-1520).
- Fixed an issue when an error 500 was displayed in the console when inserting an old token in Smart Sheet(SE-1764).
- Fixed an issue when the component name was not shown on Excel Output (SE-1773).
- Fixed an issue when a newly created account has shown figures in the library like it has components or deliverables (SE-1584).
